As it appears, the 4 groups can join together under a supervisor with 4 group leaders. The association will be based on sharing resources like finance, utilities, infrastructure, facilities and skill or knowledge. You call it cooperative, let it be. The structure should be legal or formal so that it can sign contract with suppliers(seeds, equipment, fertilizer) and whole seller or retailers .

The structure of the association will enable it to perform better and in an  effective way. Whole complex details can be worked out but it is premature to discuss at this stage. Also the social perception and environment should be matter.

You have already collected a good amount of fund. You have seen how much it will require in cash, yet, only because lack of conceptual framework and good supervisory skill, opportunities are mostly lost.  A pilot project can be tried here.

Also as a science club following proposition you may find relevant – developing low cost irrigation. 1000 taka per bigha for irrigation, guess little on higher side. Transplanted IRRI requires that kind of amount when water is pumped from deep underneath. Water on the charland has to be sprinkled not drain though surface.

You can look into a prototype of windmill for lifting water. A mobile wind driven mill fitted with rotory, centrifugal or pulling buckets, to lift water from the nearby shoal.

I couldn’t log into your website, therefore I do not know your engagement or interests. This is not a complex science but aligning few mechanical gears. Only thing is available wind power, the initial cost and its potential output. If it is operationally and financially found feasible it can change irrigation system in charland.
